@Stella:

In Austria home educated children must pass an annual test based on the National Curriculum. Don´t know how this rumour came about that Austria is more liberal. Also, in the U.S it depends on the state how liberal they are.

In fact, the U.K. actually IS one of the most liberal countries as regards home ed; but there is nothing wrong with that, is there? In fact, that´s why quite a number of people from other countries moved here. We found that home ed is the only form of education where children who differ significantly from the average do not feel weird, outcast, somehow not right and more than often academically or socially failing. Slow in learning to read? Problems changing your focus according to the bell? Being of the nerdy clumsy kind? All no problems with home ed! But now, with this supervision, being different will mean being suspicious and in need of an explanation. Difficult enough to explain to Grandma why you educate your child the way you do - won´t be easier to explain to LEA who neither knows nor loves your child or your family, but just knows their blueprint to check whether kids and parents are similar enough to it.

Too bad that the British people mostly think it is an issue about home ed and thus don´t care if they don´t home ed, while in reality it´s changing the powers and obligations of the state in a fundamental way and thus should concern everyone.
